Er, I’m pretty sure an arrest warrant isn’t valid if it’s for a corpse.
So I’m reckoning that, like Fischer himself, that warrant is now “expired”.
I’m pretty sure that paragraph was quoted from the article which was written in 2002 or thereabouts.
